Ms. Julie Kavanagh, Diplomat in Residence at The University of Texas at Austin, visited and spoke with the World Affairs Council of San Antonio on January 10, 2018. She discussed topics pertaining to her general expertise gained from her tenure as Acting Deputy Chief of Mission of the U.S. Mission to China, Minister Counselor for Consular Affairs at the United States Embassy in Beijing, China and Minister Counselor for Consular Affairs in Moscow, Russia. During her remarks she visited topics involving the Trump administration’s stance with China and whether the shift has generated any significant change in U.S./ China foreign policy. Ms. Kavanagh also broached the subjects of the Trans Pacific Partnership, the Paris Accord, and the strategic and economic dialogue concerning China and the U.S. with respect to geo-strategic dominance in countries of interest such as North Korea, Iran, Syria and Africa. The conversation then shifted to “The Science and Tech Agreement” between China and the U.S. and the reasons the agreement has since lapsed. The more than 30 members and friends of the Council engaged in a lively dialogue with Ms. Kavanagh. The Council looks forward to supporting her work in developing the next generation of the Foreign Service.
